LA RELACION CALIDAD-PRECIO EN LAS OFERTAS PÚBLICAS. PERSPECTIVA DEL ÓRGANO DE CONTRATACIÓN & LICITADOR. UN PLANTEAMIENTO HOLÍSTICO PARA EVALUAR LA OFERTA
El artículo plantea la visión del órgano de contratación frente a la del licitador u operador económico respecto de la aplicación de los criterios de adjudicación que sirven para adjudicar y licitar un contrato público de obra. Compara las dos visiones con el objetivo de manifestar las dos perspectivas y poner de manifiesto las diferencias conceptuales y las deficiencias del sistema actual de valoración de ofertas. Por último, se plantea una propuesta holística para adjudicar el contrato de obra a la mejor relación calidad-precio.
The article outlines the vision of the contracting body against that of the bidder or economic operator regarding the application of the award criteria used to award and bid for a public works contract. It compares the two visions with the objective of expressing the two perspectives and highlighting the conceptual differences and the deficiencies of the current bid evaluation system. Finally, a holistic proposal is proposed to award the construction contract at the best value for money.
